Background

This study was initiated by WeAreDots, an ICT technology company (based in Latvia) with over 20 years’ experience in custom software development, IT infrastructure, and cybersecurity for the transport and mobility road and rail sectors. WeAreDots have solved challenges across the transportation sector for Smart Cities, Road Safety, Enforcement, Road User Charging and ITS infrastructure asset management. The FITS. Back-Office platform is the base for efficient and dynamic, web-based monitoring, management and data processing in real time for transport and mobility data.

The study was subsidized by Gateway & Partners, a public/private platform specialized in supporting enterprises and organizations reaching out into new markets and discovering vital market information.

The study was delivered by Moving Forward Consulting Ltd. (Germany) in 2021 with the purpose of analysing the applicability of the WeAreDots services applied to Intelligent Transportation Systems within the European Market Place.

The key purpose of the study was to collect market intelligence and to develop Key Performance Indicators (KPIs) to assess individual countries in terms of their project and business potential.

Key Performance Indicators

KPIs are grouped into related categories, for example in Figure 1 these are related to Economic criteria, including GDP, growth, employment, imports, and exports.

Country Results

The results of the Scoring Engine are represented for each country in a Spider Diagram with a comparison to the EU average values, see Figure 2 as an example for the UK.

Methodology and Data

The methodology of the study was based on a structured phase approach, as shown in Figure 3.

A wide range of information was collected from publicly available sources for each country in the study and compiled into a data observatory, please see Figure 4:

  • Economic and demographic information
  • Public and private stakeholders, i.e. national, regional and urban public authorities and agencies, key industries and customers, integrators, consultants, potential partners, conferences and exhibitions, academia, standardization and certification bodies)
  • Road transport infrastructure and budget spending
  • Number of large cities
  • Usage of road user charging
  • Road safety situation
  • GHG emissions due to road transport
  • Volumes in freight and logistics
  • Use of ITS solutions
  • Perceived ease of doing business within the countries

Process and Scoring Engine

The data driven Scoring Engine – see Figure 5 – utilizes the data observatory to create KPI groups for each country, and thus a comparable country classification and selection matrix is created for valuation and selection.
